The centre for tax analysis in developing countries

In June and July 2020 IFS researchers provided support to the Tax Policy Unit (TPU) in analysing various policy proposals ahead of Ghana’s annual mid-year budget event.

This support built on training delivered by IFS researchers in the past and utilised policy costing and appraisal templates developed and used across the TaxDev programme. The analysis considered the likely impact of different policies on tax revenues, economic activity, household welfare and inequality, and tax administration and compliance.

The evidence generated by this analysis was discussed with senior government officials, feeding into policy decisions and Ghana's coronavirus response. IFS and TPU staff will continue to collaborate on similar work in the future in order to further embed the costing and appraisal processes used in the policymaking process.
