The centre for tax analysis in developing countries

Six officials from Ghana's Ministry of Finance and the Ghana Revenue Authority visited IFS for six days in January and February 2020. During the visit, IFS staff delivered training on tax policy evaluation and the analysis of micro-data before working collaboratively on analysing key policy questions using administrative tax data.

The joint analysis focused on two issues. The first component utilised data previously digitised from paper tax returns under the TaxDev programme, allowing for new analysis of the characteristics of taxpayers. The second component began an evaluation of the effect of policy changes on import volumes and associated tax revenues.
